The Government requires a civilized and humane solution to the problem of stray animals

 Prime Minister of Ukraine Mykola Azarov charged the Ministry of Interior Affairs to tighten control and tough to stop cases of abuse of animals. The PM requires use all possible legal mechanisms for both prevention and punishment of persons involved in the cruel treatment with animals.

The Head of the Government commissioned to the Ministry of Regional Development, Construction, Housing and Communal Services to hold an inventory of the serious problem of stray animals in all cities, villages and towns. The Ministry also has to implement the action plan in creating the appropriate conditions of homeless animals in specialized institutions and providing preventive measures to uncontrolled increase in the number of animals.

Experts of specialized agencies shall provide the Government proposals for further humanization of municipal and sanitary-veterinary services, in charge of solving this problem.

The Prime Minister Mykola Azarov charged heads of relevant central executive bodies and heads of regional administrations to hold consultation with the public to solve this problem, to examine and use the international experience with the problem of stray animals, to attract volunteers and international specialized organizations.

Recall that the Ministry of Ecology and Natural Resources of Ukraine is preparing amendments to the legislation on the treatment of stray animals, on their development has been reflected the achievements of the international community. Responsibility for violation of law in this area will become more rigid.

In turn, the Ministry of Ecology and Natural Resources has initiated the development of national construction program in the major cities of modern shelters for dogs. The project of building such institutions on the European model will be implemented jointly with loca.

The Ministry has asked the city council of regional centers with a request to allocate land for construction of shelters for dogs and expressed willingness to consider financing such construction. In particular, the Chernihiv City Council has decided to allocate land for construction. Now the project is developing. The amendments will be implemented in Kiev.

Today Ministry of Ecology and Natural Resources established a mechanism for responding to signals of environmental organizations about abuse of homeless animals, all these signals are checked carefully. In particular, militia caught a guy who abuse on animals. Information about the misanthrope who abuse on animals in the severe form and has taught his "work" to one of social networks, appeared on the Internet. In its check of the Metropolitan Militia officials find 19-year-old local resident who is suspected of involvement in these atrocities. All gathered in the case materials submitted to the prosecutor. For an plotter prosecuted under Art. 299 "Cruelty to animals" of the Criminal Code of Ukraine.

Since the beginning of the year in Ukraine police instituted 19 criminal cases in respect of such atrocities, in nine of them made judgments.
